Topical Bible - Must be called / Any may come

Acts 2:39 NASB: For the promise is for you and your children and for all who are far off, as many as the Lord our God will call to Himself."
Acts 2:21 NASB: 'And it shall be that everyone who calls on the name of the Lord will be saved .'

I would argue that A2 and B1 are empty. People only fit into A1 or B2. How? God knows.
