Quirinius is listed among the Roman procurators at Propraetorial Imperial Legates of Roman Syria (27 BC to 193 AD).

It may be that he was a fiscal procurator, see Procurator (ancient Rome): Fiscal Officers

Luke 2:2 This was the first census taken while Quirinius was governor of Syria.
The Greek word translated as 'governor' is 'hēgemoneuō'

In like manner, Luke 3:1 Pontius Pilate was governor of Judea
'governor' here is 'hēgemoneuō', also.
