He cannot forgive sin without the penalty being paid and accepted by man.
He cannot force anyone to love Him
He cannot force anyone to accept a gift.

These are not indicates of weakness or inability on God's part. They are contrary to some aspect of God's nature. For instance, God is by nature truth, therefore He cannot lie. God is holy, therefore He cannot sin.
